1.1 A fire strategy is recommended for all new and existing “complex” buildings. The definition of a complex building is subjective in many aspects. However, a shopping centre or large commercial building almost certainly falls into this category. The purpose of a fire strategy on an existing complex building is to extend the remit of the statutory Fire Risk Assessment carried out under current legislation.
1.2 When developing a fire strategy for a building your Quantum Compliance consultant would always focus on the specific needs of the particular project. In some cases the client or architect may need support in order to gain approval for a design that doesn’t comply with standard fire safety codes. In other situations the focus may simply be to ensure that the building gains statutory approval at the lowest cost.
2. Quantum Compliance’s Approach
2.1 Whatever the focus, Quantum Compliance consultants would use their expertise in fire engineering to ensure that the client’s objectives are achieved. The fire strategy would typically focus on the following issues:
- evacuation routes;
- fire rating of walls, doors, floors and structure;
- external fire spread issues; and
- facilities for fire fighting.
2.2 The fire strategy would also include details of any fire engineering that had been used, such as smoke modelling, structural fire engineering or evacuation modelling.
2.3 Fire strategies can also cover the construction process – showing how the standards of fire safety are to be maintained throughout all stages of the construction. This is particularly important when the work is being carried out while parts of the building are occupied, such as where phased handover is being used, or where the work is being carried out on a partially occupied building.
3. Report Format
3.1 The purpose of the report is to set down the fire safety objectives and the means by which these objectives for Life Safety and Property Protection are delivered at the property. A fire risk assessment / fire engineering approach will be adopted in developing the fire strategy document recognising the inter-relationship between all areas and parties.
3.2 This document will provide a high level overview of the fire safety aspects of the fire engineering design that was incorporated into the building in its original (and any subsequent construction phases) conception and the management of fire safety plans/procedures implemented in conjunction with the daily operation of the facility. The fire safety strategy and design of the building may also reflect a multi-occupancy scenario. The report contents have been listed below:
